Co-Chair Pamela Moore called the meeting to order at 7:05 p.m. and introduced John Steinmetz of the Steinmetz Planning Group who was hired as a consultant for this project.

 The meeting was turned over the John Steinmetz who made a power point presentation introducing his firm and some projects they worked on with other municipalities.

 John gave the members of the committee two handouts – the first an overview of tonight’s meeting and a time table for completion and the second entitled Methods and Work Schedule.   The estimated time table is as follows:

JOINT RIGA/CHURCHVILLE COMPREHENSIVE PLAN COMMITTEE MEETING

FEBRUARY 16, 2006 MINUTES

   

ATTENDEES:   Scott Cullen, Village Trustee and Co-Chair, Mark Majewski, 
Village  Planning Board, Doug Steward, Town,  Citizen Representative, VeronicaPalmer, Town, Citizen Representative, Pamela Moore, Town Supervisor 
and Co-Chair  

 The Meeting was called to order at 7:06 p.m. by Co-Chair Scott Cullen.  

The Minutes of the February 2, 2006 meeting were accepted as distributed.

 The meeting was opened up to a discussion of ideas for publicity for the coming months.

 Scott Cullen submitted an article for the Village newsletter which will be going out shortly.  Articles will also be placed in the Town Newsletter.  It was pointed out that for the survey, a reminder was included in the Village utility bills. Scott Cullen will check and see if this can be done again. There was a review of methods that have been used to date to publicize the Committee’s activities.  We will attempt to reach all residents and stakeholders through articles, flyers, websites, etc.               

 There was a discussion about the format of the community forum scheduled for April 22, 2006.

It was agreed that this topic should be raised with John Steinmetz at the March 2, 2006 meeting.  

The Meeting was adjourned at 8:40 pm by Co-Chair Scott Cullen.

 The next meeting will be held on March 2, 2006 at 7 p.m.

Joint Comprehensive Plan Committee Meeting

March 2, 2006

 The meeting was held at 7:00 p.m. on the above date at the Riga Town Hall ,

Co-Chair Pamela Moore called the meeting to order at 7:03 p.m.

 Approval of Minutes

 Doug Steward made a motion, seconded by Scott Cullen, that the minutes of the January 5, 2006 meeting be approved.  Motion passed unanimously.

 Scott Cullen made a motion, seconded by Veronica Palmer, that the minutes of the February 16, 2006 meeting be approved.  Motion passed unanimously.  

Community Profile Review

 John Steinmetz reviewed the draft Community Profile.  Questions/Comments:

·        It is a draft format and a conceptual layout that will be used to market the community.

·        The information obtained from the survey results will be incorporated into it also.

·        Comment was made that reviewing the Population Growth Chart that it’s interesting that Pittsford is smaller than Churchville.  It’s not the size that makes something economically feasible.

·        Doug Steward asked if there would be more description of the data.  John said yes but that it is best to let people drawn their own conclusions.

·        Final Format will be landscaped on legal size paper. This makes it a little more unique, easier to read and more user-friendly.  On the negative side it is harder to store.

 Maps

 John asked Scott if he had made any progress on obtaining the maps requested.  He said that Dave Adams probably has most of them but needs more clarification on the types of maps.  Jennifer said that the Conservation Board was able to obtain maps from Monroe County at no cost.  Jennifer and Scott to sent a letter to the County to obtain maps.

 Process:

March 16 – Publicity

April 6 Meeting – Vision and Goals

April 20 Meeting – fine tune Vision and Goals for workshop

April 22 Workshop – possible format:

     9:00-10:00 registration – no pre registration needed, doors open at 9:00 w/on site registration – supply coffee and doughnuts (need sign in table)

    10:00 – workshop begins

                 Introduction by local person/persons – Vision and how we get there – What                               

            Do You Want/Where Do You Want It?

                 Comments to be filled out by participants

                 Land use discussion

                 Break into Groups

                 Lunch – quick count and order pizza

     After lunch, convene back into groups and with help of a facilitator begin to work on land use maps.

     Conclusion – have each group present findings

     Reconcile information obtained from all the groups

     Will be and event that people can come and go from and there are pros and cons as to whether to advertise it this way.  A detailed agenda will be available for the committee to review before the workshop.  Could advertise a specific agenda but gets lengthy.

       John recommends that the committee focus more on what needs to be accomplished rather than a detailed agenda.

 Comments:

 ·        Validating the Survey - Pam has concerns that people will make comment that the plan is based on a survey that is over two years old.  How is this addressed?   John, can take some of the key questions and rework them with the attendees or can ask questions that need only a yes/no answer.

·        Doug was concerned that people would want to know why the questions they wrote weren’t answered.  There would be a statement made that all comments were read and reviewed.

 Approval of Minutes

 There being no changes or questions, the minutes of the March 2, 2006 meeting were approved as submitted.

 Publicity – Land Use Workshop

 ·        Signs – Scott Cullen to see about “election type signs” approximately 18”x24”.  Lyle Warren suggested that Scott get together with Nancy Steedman to see if they can partner since she is having signs done for the Charrette.  Tim Jessop quoted a cost of $40/sign and this is expensive for a one-time use.  Scott might be able to find someone to do them for less.  Lyle thought that Don Suter was also looking at other quotes.  Pamela Moore to provide the information for sign at the Library.

·        Fire Department portable sign – event will be advertised in early April

·        Flyers – Flyers will be distributed at Churches, included with Village Utility Billing, included in the Town Newsletter and available at the Library.

·        Sue to send out flyers on April 10th to all Village Boards and legislators via email.

·        Possibility of stenciling signs – Scott to work on cost and ask Doug Steward about doing this.

·        Website – Veronica to use html version and put on website.

·        Posters for Town/Village Halls – Veronica to do this.

·        Invitations – Pamela Moore to send a letter inviting community groups and community leaders – it will be signed by both her and Scott.

·        Businesses – Scott to get flyers out to the businesses.

·        School District – Pamela to get flyers to the school.

·        Suburban News –shrink existing flyer be used in the “Churchville Section”

·        Veronica to update “Publicity Worksheet”  

Other Business – Scott will request that a copy of the Charrette Minutes be sent to the Comp Plan Committee.

 The meeting was held on April 20th, 2006 at 7:00 p.m. in the Riga Town Hall ,   6460 Buffalo Road , Churchville NY and the following were:

 Approval of Minutes

 Scott Cullen made a motion that the minutes of the April 6, 2006 meeting be approved.  Motion passed unanimously.

 Scott Cullen turned the meeting over to John Steinmetz to discuss the Land Use Workshop.  

Land Use Workshop:

bulletEveryone liked the 2006 Comprehensive Plan Brochure
bulletMr. Steinmetz said the Draft Vision & Policies will not be presented at the workshop and will be finalized at the next meeting
bulletMs. Moore and Mr. Cullen discussed attendance for Saturday – planning on 75
bulletTime to set up, coffee, and chair’s was decided upon by Ms. Moore, Mr. Cullen & Mr. Steward
bulletMr. Steward inquired if the event was advertised in the Suburban News.  Ms. Moore stated no because the deadline was missed.  Ms. Moore added that she sent over 100 e-mails regarding this event out.
bulletIt was also mentioned that it was advertised in “The Greens” and flyers were given out in the Village Utility Bills.
bulletMr. Cullen added that he has gotten the word out about the event through the Village Newsletter, flyers, word of mouth, boy scouts and a Pasta Dinner at his church.
bulletThe question was asked if the Suburban News would be covering the event – Ms. Moore said she did not believe so.
bulletThe Committee decided they would like something sent into the Suburban News about how the event went.
bulletDigital Photos will be taken.
bulletMr. Steinmetz suggested either Ms. Moore or Mr. Cullen do the introduction on Saturday and give a short history of the town and village and then he would do the rest of the speaking.
bulletMs. Palmer picked 16 questions she felt would be appropriate for the survey.
bulletDiscussion was made as to how the questions would be worded and which ones everyone wanted to use.
bulletThey agreed on which ones to be used.
bulletMr. Steinmetz said the last 50 minutes of the workshop would be used to share each group’s answers.
bulletMs. Moore asked Ms. Pitcher to make up a sign in sheet that include names and addresses.
bulletThe workshop will not be taped and there will be no official minutes.

 Comments:  

bulletMs. Moore mentioned her meeting with Maggie Brooks, County Supervisor , went well.  Ms. Brooks was impressed that the Town of Riga and the Village of Churchville work so well together.
bulletDiscussion was had regarding roads just terminating.
bulletMr. Steinmetz said that “T” roads run into problems for future development.
bulletMr. Steward mentioned that some of the roads are like that because when they were first made by the farmers they were put on the path of least resistance.
bulletMr. Steinmetz mentioned it is hard to go through Riga on an East – West or North – South pattern, which isn’t necessarily a bad thing but if and when Riga grows and there is more pressure on the road system it is going to get frustrating.
bulletAll agreed that a motel in the town/village would be very complimentary.
bulletMs. Moore commented that when the surveys were read, it shaped the committees way of thinking and it gave some background on how people felt and why they felt that way.
bulletMr. Steinmetz said the survey could definitely help the Draft Vision.

The meeting was held on May 4, 2006 at 7:00 p.m. in the Riga Town Hall ,  6460 Buffalo Road , Churchville NY and the following were:

Co-Chair Pamela Moore called the meeting to order at 7:03 PM

Approval of Minutes

 The minutes of April 20, 2006 were distributed and approved with the correction of Greg Adams name in the present column.

 Land Use Workshop:

 Co-Chair Pamela Moore reported that the event went well and 60-65 people attended throughout the day. People attending found it interesting and found what other people though interesting. Attendees were broken up into four groups to work on generating maps as they saw development and zoning for the future.
 

Map:  

bulletMr. Steinmetz went over the four maps generated from the Land Use Workshop and asked the committee members to reconcile the best features into one new land use map.
bulletCreeks were outlined, buffer zones were added and the committee discussed increasing the buffer area to a more standard 100 feet.
bulletParks were outlined.
bulletCommunity facilities were also outlined on map.
bulletPaper Roads were discussed. (Future roadway improvements to plan for a better transportation system over time.) Elevating the main corridor traffic on Chili Riga Center Road was discussed in detail and Mr. Steinmetz gave options on areas that roads could be extended and what made the best flow sense.
bulletMr. Steinmetz noted that if you have the prospective roads in you comprehensive plan that could give leverage to have developers put roads where the town would like to see them if and when development might occur.
bulletLand Preservation was discussed with regards to where does that fit with roads.
bulletCommercial zoning on Brew Road to the landfill was discussed and would not be expanded at this time.
bulletAcross form the county golf course would be a better place to have residential cluster development.

 Next Meeting:  May 18th, 2006

 

Mr. Steinmetz reviewed the agenda for the next meeting:

§         Discuss paper roads. (members are asked to give the idea some thought)

§         Review the revised land use map.

§         The committee will review Visions and Policy.

Co-Chair Scott Cullen called the meeting to order at 7:36 PM

 Approval of Minutes:  

Scott Cullen made a motion that the minutes of the May 4, 2006 meeting be approved.  Motion passed unanimously.

·        Ms. Moore asked Ms. Pitcher to give Mr. Becker a copy of minutes from each meeting in his mailbox because he does not have an e-mail address.

·        Ms. Pitcher also volunteered to have a few copies of the last meeting at each current meeting for other members or guests that did not receive one.

 Comments of Wind Towers :  

bulletMr. McCombs inquired if this board discusses Wind towers and if that should be included in the Joint Comprehensive Plan
bulletMr. Steinmetz responded that the Plan should not be inclusive to a single purpose or goal because then it may not be adopted if it comes down to just one issue.
bulletMs. Moore suggested that maybe a good short term goal would be to update the Zoning Codes.
bulletMr. Steinmetz said once you all have a firm stance on the issue it may be worthwhile to include in the Plan.
bulletMr. Casey stated that the committee could address it on a general level and that wouldn’t hold things up.
bulletMr. Steinmetz agreed that would be appropriate.

 

Draft Vision & Policy Area:  

bulletMr. Steinmetz asked for general comments on the Draft.  He also asked that if there are more specific comments please give them to him on hard copy or e-mail.
bulletMr. Steinmetz then turned to the committee for comments:

Page 1:

bulletMs. Moore stated that should would like to expand on the bullet that says “A spirit of cooperation between public and private entities” to include community organizations.
bulletMs. Moore also commented on the bullet before it which says “Agricultural opportunities to help maintain our rural character”.  She stated that the survey also indicated the need for preservation and creation of Open Space.
bulletMr. Steinmetz agreed with Ms. Moore and says he will think about how he can put that in the plan.

Page 2:

·        Mr. Casey stated that he liked phrase C.  Mr. Steinmetz asked if it was too bold and Mr. Casey said no.

·        Some discussion was had regarding phrases E & G. 

·        Discussion was had regarding neighborhood design issue vs. road design issue. 

·        Making traditional roads and making it less convenient to cut through neighborhoods. 

·        Mr. Casey referred to phrase I “Improve appearance and aesthetic appeal of housing stock and residential properties”  he would like to add some reference to encouraging  and  keeping the historical value. 

·        Ms. Moore stated that this subject was mentioned and critiqued by many.

·        Mr. Steinmetz stated he would play around with the subject of historical preservation.

Page 3:

bulletMr. Steinmetz stated that the towns of Bergen , Byron, Riga and Churchville were granted the funding for the Abandoned Westshore Line.
bulletMs. Moore discussed right to farming legislation.
bulletMr. Michael Kohlman mentioned phrase F. “Increase the recreational opportunities associated with Black Creek”.  Mr. Kohlman was concerned about duck hunters accessing private property and the issue of how hard it is to prosecute them. 

Page 4:

bulletMs. Moore suggested adding ‘promote positive environment for agriculture’.
bulletMr. Warren stated he wondered if the community would like to encourage more locally owned and operated businesses verses corporate or commercially owned businesses.  Mr. Warren felt that most businesses here are local and that increases the charm of our community.
bulletMr. Cullen stated that it is getting harder and harder for local business to start up but he does like Mr. Warren’s idea.
bulletMr. Kohlman mentioned a concern that this would discourage agriculture.
bullet DRAFTDiscussion was had about farming verses say McDonalds coming in.
bulletMs. Moore wanted to know how a municipality gets involved in encouraging or discouraging certain types of businesses.
bulletMr. Steinmetz stated it is hard to zone out say McDonalds if they meet all town does. 
bulletMr. Steinmetz stated he will leave this subject open for people’s comments.

 Mr. Steinmetz explained that in the morning of the workshop he put up a 70 Image Survey that showed random images.  People were to score them on how they liked the way they looked.  The results were quite uniform in that the people survey liked a certain style for homes, signage, curb appeal, street scapes and businesses.

The slideshow also showed that this community felt that greenbelt and separation was very desirable.  Green space was the preference.  This information all reinforced the beginning comments from the original surveys.

 Land Use Maps:  

bulletMr. Steinmetz described what each color on the map stands for.
bulletDiscussion was had on paper roads, town wide grids and future roads.
bulletMs. Moore expressed a concern about putting in possible roads.
bulletMr. Steinmetz said that the roads are not intended to be proactively built; they would be reactive if someone wanted to develop.
bulletDiscussion was had regarding one area of the map that had not been designated to anything yet.  Some felt that it should be designated ‘highway commercial’.
bulletMs. Moore inquired how many years this plan is intended for.
bulletMr. Steinmetz stated 8 to 15 years but not to exceed 15 years.

bulletMr. Wood stated that if the Village is going to have a unique character that we need a green space around the Village.  Ms. Moore agreed.
bulletThere was some disagreement on whether or not the map represented what the people wanted in the surveys.
bulletMs. Moore stated she was uncomfortable labeling some areas until we have soil maps.
