Mailbox Installation ?

The roadside face of the mailbox should be installed approximately 42” from the edge of the road. The approximate height should be 42” to the bottom of the mailbox. The post and arm should be constructed of wood, so they will break upon impact. The Town of Riga assumes no responsibility for the construction or replacement of mailboxes or support structures. If a mailbox is damaged by the Town of Riga, the Town will repair it or, if necessary, replace it with a standard metal mailbox. Mailbox repairs will be done when time allows. After a serious storm, it make take over a week to do these tasks.

Driveway Permits for Town Roads ?

Application for Permit Under Section 149 of the Highway Law are available at the Highway Department or click here for application .
  • The owners or agents shall furnish and install a new 12 inch, 16 gauge corrugated metal pipe that will extend at least three feet beyond the edges of the driveway and be a minimum of at least 30 feet in length with attached end sections.  Pipes will have to be joined with an approved band of the same gauge.
  • There must be a minimum of 12 inches of cover, such as Crusher Run or another approved material over the pipe.
  • The driveway shall be graded so that any water flowing from the driveway shall not enter upon the road, it must flow to either existing ditches or a sluiceway to be graded by the owner or agent.
  • The existing ditch or sluiceway shall be cleaned and graded by the owner or agents and maintained by the owner.  There shall be no trees, rocks, shrubs or any other objects placed in the ditch or the highway right of way without permission from the Town Highway Superintendent.
  • The owner or agents shall be responsible for any of the above work and it must meet the approval of the Town Highway Superintendent.
  • If the driveway permit is issued to a contractor, it is his/her responsibility to forward these agreements to the property owner.
  • The owner or agent installing the driveway shall be responsible at all times in keeping the road and shoulder clean from mud and debris.
     

Highway Right of Way ?

There shall be no obstructions placed in the highway right of way, which extends 33 feet from the center of the road.
 

Tree and Brush Disposal ?

Town of Riga Brush and Limb Roadside Pick-up         
This service will be provided once in the spring, and again in the fall. This will be a town wide pick-up, with no appointment necessary. The tentative date of our spring town wide pick-up is scheduled for April 25th. Unfortunately we no longer have a disposal site for stumps and brush. I am working on other alternatives but for the time being we will not accept brush and stumps that can’t be run through the chipper. Please have all limbs at the roadside by April 25th. This date is tentative, depending on weather conditions and unforeseen emergency road repairs.

Monroe County's Household Hazardous Waste Collection Facility
  • Materials accepted by Appointment Only -- Call the Recycling/Household Hazardous Waste Hotline at 760-7517 Monday through Friday between 9:00 am and 4:00 pm.
  • Only Monroe County residents can participate.
  • For more Information, Click Here

The Town of Riga requires a fill permit for all materials added to a site after CFO has been issued.  Fill is allowed as part of a building permit.  See Town Code for specifics.
 

State Roads
Since the Town must, under current N.Y.S. policy, take responsibility for all work done in the N.Y.S right-of-way:
  • The property owner must apply to N.Y.S through the Town for all necessary permits and bear the expense for such permits.
  • The property owner must hire a contractor to complete work under the direction of the Town Engineer.  The Town Engineer must approve plans and complete two (2) inspections.  Property owner is responsible for all labor, materials and the Town Engineer's fees.
  • Property owner must accept responsibility for the expense of future maintenance and sign an agreement providing for same which will be recorded at the Monroe County Clerk's Office and remain an obligation of all future property owners.
  • All permit fees, engineering fees must be paid and legal documents approved by the Attorney for the Town, prior to the commencement of construction.
County Roads
No work allowed, under current County policy, on County roads unless the County agrees that the existing condition is a safety hazard:
  • The Town Highway Superintendent will help property owner in contacting the proper County agency.
  • If County deems the situation a traffic hazard, County will remedy.
Town Roads
All labor, materials and engineering fees will be the responsibility of the property owner.
  • The property owner must apply to the Town Highway Superintendent for all necessary permits and bear the expense for such permits.
  • The property owner must hire a contractor to complete work under the direction of the Town Engineer.  The Town Engineer must approve plans and complete two (2) inspections.  Property owner is responsible for all labor, materials and the Town Engineer's fees.
  • Property owner must accept responsibility for the expense of future maintenance and sign an agreement providing for same which will be recorded at the Monroe County Clerk's Office and remain an obligation of all future property owners.
  • All permit fees, engineering fees must be paid and legal documents approved by the Attorney for the Town, prior to the commencement of construction.
