PURPOSE OF THE MASTER PLAN

The purpose of this study is to develop a plan of action for future Recreation and Community Events Department programs and facilities for the five-year period ending 2009. The study explores such areas as programs, services and recreational facilities. The plan takes into consideration other fields related to recreation such as beautification, acquiring new recreation sites, and making existing facilities more accommodating to those with physical disabilities. This report describes recreation resources, existing conditions, demand and usage patterns, needs analysis, cost estimates and potential revenue resources. It also includes and inventory of existing facility and programs, maps of the Town of Riga, and demographic information. The result of this plan is to describe areas in need of improvement and the anticipated costs of instituting such improvements.

The information in this document will provide the Town of Riga officials with a plan of action in order for them to schedule funding necessary to complete the overall desired goals.

 

RIGA RECREATION AND COMMUNITY EVENTS DEPARTMENT

MISSION STATEMENT

 To provide accessible, affordable and quality leisure programs, activities, services and facilities to all residents of the Town of Riga and to actively inform and educate residents about the role of the Riga Recreation and Community Events Department. Also, to ensure resident that all programs and facilities are available for the public to participate in regardless of age, gender, income, physical disabilities, creed or other barriers, which would preclude participation.

 The Riga Recreation and Community Events Department will continue to stress the value of positive leisure experiences and continue to maintain liaisons with other public and private organization that impact upon the education, health, safety and leisure needs of residents.

DEMOGRAPHICS

TOWN

We are the Town of Riga and Village of Churchville. Our school district is Churchville-Chili. The towns that border Riga are Chili, Ogden and Bergen. The Town of Riga is in the southwest quadrant of Monroe County.

 

The Recreation Department and Community Events Department needs community-based programs because of the lack of recreational activities close to home. 

Because the community does not have recreational activities close to them, example movie theaters, shopping mall, mini golf courses the town needs to provide activities to keep them active.  As a municipality, the Town of Riga provides a recreation and community events department for the needs of the community and to provide low cost activities close to home.

 

The Town on Riga provides the community special events that are intergeneration based activities that offer the opportunity for different social context. These events offer families a chance to get together and enjoy an evening with their extended family. It provides healthy relationships among the community and brings them together to enjoy what the town has to offer. For example using the recreation facilities in different capacities.

 

To gain community togetherness for meeting new people and a chance for youth to participate in safe and healthy activities. The Riga Recreation and Community Events Department provides safe, healthy and family activities for the community.

RECREATIONAL FACILITIES

In looking at the existing recreational facilities in the Town of Riga. First appearance is that there is a wealth of facilities. However, virtually all of the facilities are owned and operated by 1) Churchville-Chili School District, or 2) Monroe County Parks Department. Availability of these facilities to Town residents is limited by competition from other users with in the school and county. The Town of Riga maintains the South Sanford Road Recreational Facility, Maher Lodge; and Town Park Recreational Facility, Lodge.

TOWN OF RIGA POPULATION

According to the US Census Bureau 2000:

The population of the Town of Riga in 1980 was 4,309.

The population of the Town of Riga in 1990 was 5,114.

The population of the Town of Riga in 2000 was: 5,437.

From 1980 to 1990, we saw a growth of 19 %. But from 1990 to 2000 we only saw a growth of 10%. From the projections we received from the Churchville-Chili Central School District, we predict that we will only see at 10% population increase in the next 10 years

The Town of Riga and Village of Churchville is made up of primary Caucasian (97%) with a small population of African Americans (1.1%), Hispanic (.1%), Asian (.6%) and (.2%) other race.

SENIOR CITIZEN POPULATION

Riga offers an active senior citizen population. Two organizations exist to meet the needs for this group; among them are Senior Citizens of Riga (S.C.O.R), the Nutrition Center and the Recreation and Community Events Department provide van trips to different destinations.

 

Senior Citizens of Riga (S.C.O.R) is a group of seniors who meet on the second Tuesday of each month for a potluck lunch at the American Legion Hall at Buffalo Road. This event normally draws about 50-75 people. Participants pay one dollar a month for dues, which in turn are used to support the group’s activities.

 

The Nutrition Center provides hot meals for seniors on Mondays and Thursdays at the American Legion Hall. The cost of this service is one dollar a meal to the participants. The American Legion has a contact with the Office of the Aging for using the building. The Recreation and Community Events Department provides transportation for the participants, volunteers to drive the van and food pick up. The Sweden Senior Center provides the food for the Nutrition Site.

 

In spite of the services provided by these groups, some needs still exist in the senior community. Currently the town budgets $250.00 for the Nutrition Site, $6400.00 for the Senior Citizens of Riga (S.C.O.R.) and $1,000.00 for the senior van. This amount has increased over the years.

 

Riga seniors have organized well in an effort to identify and service need of their own group. However, continued growth in both the community and in the population of this group seems to require that both the town government and the Recreation and Community Events Department consider making further efforts to meet the needs of this important segment of the population.

 

ORGANIZATIONS

  The Town of Riga is diligently working with private organizations that use town owned facilities to help better the conditions. We have built a good relationship with the Churchville Youth Association (CYA) Baseball and Soccer leagues.

  The Town of Riga has been striving to help the soccer community. The town has contracted with the Churchville-Chili School District for development of soccer fields on school property. The town will build the soccer fields and the school will maintain them. The school will use them during the day and the Recreation and Community Events Department will schedule for evening and summers. We have also been working on field conditions with Monroe County and Churchville Park. The Town of Riga and Monroe County have contract that the Town of Riga can make improvement to the park. We have dug drainage ditches so the soccer fields will drain well and have less water on then so they have more availability to pay.  The town has also provided dirt to fill in unwanted holes.

  The Town of Riga is also helping the Baseball community. Request have come in for fences to protect the players and dugouts. The CYA baseball association has donated dug outs to the town for their use. The town will maintain these structures.

RECREATION FACILITIES

Goal:

To design, construct and rehabilitate park facilities to meet the needs of the community. To continue development of South Sanford Road Recreation Facility to provide space for a variety of recreational programs and activities.

 

South Sanford Road Recreation Facility

Objectives:

·        Add lighting to the remaining parking lots

·        Extend the cement patio.

·        Put into effect a plan for donations to the facilities, example trees.
